The title refers to whether it’s a good idea to tidy the code a little bit before you work on implementing a new behavior. He basically concludes that it is usually worth taking a little time (minutes to 1 hour) to tidy so long as you are making very safe changes and do them in a separate Merge Request. It may make your task go quicker and will also increase satisfaction in your work and facilitate future work while the context is fresh in mind. His writing style is fun too, he describes tidying as “cute, fuzzy little refactorings that nobody could possibly hate on”.  And he explains the different tidyings you could do – starting with simple things like useful comments and line breaks between sections.
